Subject: Clarifying email on your article

Dear Wai Phyo,
It has come to my attention that your article appearing on Daily Eleven dated September 11, 2013 quoted me as saying:
* to the effect that Myanmar has $US 11 billion located in 5 accounts; and * that I work for the World Bank as Asia Manager.
Let me set the record straight.
First, I did not say in categorical terms that the government does have it in such number of accounts. As this part was discussed in the context of the larger session on processes of IFI re-engagement in Myanmar, I touched upon the accounts in connection with the arrears clearance options that were being considered in 2012. It was based on the information I and my colleagues received from our meetings with the World Bank and ADB in March and April 2012. Based on combined notes from me and colleagues who attended those meetings , they highlighted that Myanmar has reserves in some accounts but there were different estimated figures and they did not specify which banks the accounts were located.
Second, I do not work for the World Bank. As I and Khin Ohmar, our translator for the session clarified at the outset, I work for the Bank Information Center, an independent nonprofit organization. We have independently engaged with the World Bank since the late 1980s. As such, neither do we speak for nor represent the World Bank or any other multilateral development institutions.
Khin Ohmar simply translated what I said. The article does not accurately reflect mine and the translation. It would have been prudent on your side if you had verified with me or Khin Ohmar before publishing the article as it has been creating reactions from various quarters and is likely being blown out of proportion, which certainly is not in my control.
The World Bank issued a press release today (http://issuu.com/.../1...) clarifying on its behalf about my organization and the government accounts.
